Recently, the Union Cabinet approved the establishment of seven Mega Integrated Textile and Apparel (PM MITRA) parks with a total outlay of Rs 4,445 Crores.

Context

Recently, the Union Cabinet approved the establishment of seven Mega Integrated Textile and Apparel (PM MITRA) parks with a total outlay of Rs 4,445 Crores.

Key- points

  • MITRA Parks aim to integrate the entire textile value chain from spinning, weaving, processing / dyeing, printing to producing garments in one place.
  • These parks will be set up as greenfield or brownfield sites in different States.
  • Facility: Each MITRA park will have an incubation centre, a common processing house and a common effluent plant and other textile related facilities such as design centre and testing centre.
    • Under Prime Minister MITRA, 50 percent of the area will be created for pure production, 20 percent for utilities, and 10 percent for commercial development.
  • PPP Mode: PM MITRA Park will be composed of a Special Purpose Vehicle which will be owned by the Central Government and state Government and the Public Private Partnership (PPP) Mode.
  • Maintenance: The Master Developer will not only upgrade the Industrial Park but will also maintain it at the time of approval.
  • Funding: Under this program, the center will provide development assistance in the construction of a standard Rs 500 crore infrastructure for each green MITRA park and 200 crore rupees per brownfield park.
    • An additional Rs 300 million will be provided as Competitiveness Incentive Support for the establishment of early textile production centers in each of these parks.
  • Generation Employment: Each MITRA park is expected to directly generate 1 lakh jobs and indirectly generate another 2 lakh jobs.
  • Eligibility: Investors who have set up "anchor plants" that employ at least 100 people will be able to receive incentives that can reach up to Rs 10 crore annually for up to three years seeing that incentives will be provided on a first-come, first-served basis.
