“Online Grievance Management Portal” launched by NCSC

Union Ministry for Communication & IT and Law & Justice launched the “Online Grievance Management Portal of National Commission for Scheduled Castes” on the birth anniversary of Dr. B.R. Ambedkar.

Context

Union Ministry for Communication & IT and Law & Justice launched the “Online Grievance Management Portal of National Commission for Scheduled Castes” on the birth anniversary of Dr. B.R. Ambedkar.

About the Online Grievance Management Portal

  • Aim: It is an end-to-end e-filing complaint register platform that aims to ease the complaint registration process from any part of the country.
    • The online portal would help in filing the application and other atrocity and services-related grievances online.
    • It shall work on similar lines with the e-courts.
    • This portal is linked to the NCSC’s website.
    • Thiswould supplement the physical submission of complaints and grievances.
  • Time-bound: It will be a time-bound redress process to streamline the grievances of the Scheduled Caste population. 
  • Designed by: The portal is designed in collaboration with the Bhaskaracharya Institute for Space Applications and Geoinformatics (BISAG-N), which is a Centre of Excellence under the Ministry of Electronics and Information Technology.
  • Tracking:The government of India will facilitate the tracking of complaints and grievances.

National Commission for Scheduled Castes (NCSC)

  • Constitutional body: It was set up under Article 338 of the Constitution of India under the jurisdiction of the Ministry of Social Justice and Empowerment.
    • By 89th Amendment, 2003 the National Commission for SC and ST was replaced by two separate Commissions from the year 2004, the National Commission for Scheduled Castes (NCSC) and National Commission for Scheduled Tribes (NCST) under Article 338-A.
    • The president of India appoints the chairman of the commission. 
  • Objective: to investigate and monitor all issues about the safeguards provided for the Scheduled Castes
    • The Commission also enquires into specific complaints concerning the deprivation of rights and safeguards provided for the Scheduled Castes.
    • The NCSC renews its commitment to serve the cause of the SC community as mandated in the Constitution and policies of the government.
