Context

The International Road Federation (IRF) has written to Road Transport and Highways Ministry to circulate the scientific guidelines developed by the Indian Road Congress (IRC) for identifying and treating the blackspots in the country.

What are blackspots/ grey spots?

  • A blackspotis a place where road traffic accidents have been concentrated.
  • It may have occurred due to a sharp drop or corner in a straight road, a hidden junction on a fast road, poor or concealed warning signs at a cross-roads etc.
  • Significance: Its removal from the road network will make a distinct and measurable difference in the road safety outcome in the states.
  • Need: The present blackspot programme is without any appropriate scientific guidelines.
  • All countermeasures which are short term, medium term and long term are totally ad-hoc.

International Road Federation (IRF)

  • It is a membership-based organisation that was established in 1948.
  • It represents businesses and organisations in the road and mobility sectors.
  • Its mission is to promote the development of roads and road networks that enable access and sustainable mobility for all.
  • International Road Federation Geneva Programme Centre initiated and consolidated Road Safety activities in a major way in India since 2005.
    • The India Chapter of the IRF has been active in India since 2009 with aims and objectives in consonance with its Geneva based parent body.

Verifying, please be patient.
